Mr. <br /> Schutz further explained that professionals on the Board have had <br /> some conflicts with the Fair Political Practices Commission rulings <br /> which has affected their ability to meet with staff and compete <br /> with other architects for projects in the City. He did not believe <br /> that it was impossible to overcome though. If the Board is <br /> eliminated, he suggested that a licensed professional be used on a <br /> consultant basis for review or plan check as an assistance to <br /> staff. He urged Council to not eliminate the Design Review Board <br /> or to place a design review professional on the Planning <br /> Commission. <br /> <br /> Ron Theile, Architect, member of Design Review Board, <br /> explained that he has only served on the Board for one year. He <br /> applied to serve on the Board because of problems he was aware of <br /> in other communities. He believed that as a design professional he <br /> was able to determine if a project is well designed and how it fits <br /> to the site. Staff does an excellent job, but it does not have the <br /> training that the professionals have. He urged Council to have a <br /> licensed design professional serve on the Planning Commission <br /> should the Design Review Board be eliminated. <br /> <br /> Peter MacDonald, President of Chamber of Commerce, stated that <br /> the Chamber of Commerce endorsed the Economic Development Task <br /> Force Report, including the recommendation to eliminate the Design <br /> Review Board. He pointed out that those who serve on the Design <br /> Review Board gave professional input on the proposed projects. The <br /> problem with the Design Review Board are the FPPC rulings and <br /> that the Board served as a second Planning Commission. He agreed <br /> with the idea to have a licensed architect participate in the staff <br /> review process on a rotating basis and one who would serve on the <br /> Planning Commission. He encouraged Council to follow through with <br /> the Economic Development Task Force recommendation. <br /> <br /> Brian Dutchover, 5579 San Antonio Street, Architect, stated <br /> that his father serves on the Design Review Board. He contested <br /> eliminating the Design Review Board not on behalf of his father, <br /> but as a resident and design professional. He believed that the <br /> Board has brought up the quality of projects in Pleasanton that the <br /> City did not have before. He urged Council to strongly consider <br /> its decision with the Design Review Board. He added that some type <br /> of design review by a professional should be done if the Board is <br /> eliminated. <br /> <br /> Mr. Butler asked if there was any difference in the FPPC <br /> Guidelines with regard to professional involvement whether it would <br /> be as a member of the Planning Commission or as a member of the <br /> Design Review Board. <br /> <br /> Mr. Roush stated that there would still be a conflict. <br /> <br /> 11/17/92 14 <br /> <br /> <br />
