REPORTS OF THE CITY MANAGER <br /> <br />Item 12a <br />1991-92 Financial Report (SR92:485) <br /> <br /> Mr. Tarver asked staff to provide a list of vacant positions <br />within the City. <br /> <br /> Mayor Mercer congratulated staff on doing an excellent job. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 92-218 be adopted, approving the 1991-1992 Financial <br />Report including staff recommendations. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 12b <br />Approval of Disposition and Development Agreement with A.F. Evans, <br />Company Inc. for a Housinq Development on Case Avenue (SR92:475) <br /> <br /> Mr. Tarver felt that this project should be restricted to the <br />design of the project and then the project should move through the <br />Planning Commission and Council process. If possible, he would <br />like to treat this project as if it were an application. <br /> <br /> Mr. Bocian stated that was the intention. The Task Force will <br />be used to look at preliminary drawings and design of the project. <br />This agreement in no way precludes the developer from going through <br />the City's project approval process. <br /> <br /> Mr. Tarver referred to the statement in the staff report <br />regarding the project mix of incomes. He believed that more of the <br />very low income units should be built because of the need. <br /> <br /> Mayor Mercer explained that the Affordable Housing Task Force <br />has been working on this project and chose A.F. Evans. The process <br />needs to be worked through slowly so that the Committee feels like <br />it is participating and deciding what this project is. The <br />Committee has strong opinions that part of the project has to be <br />affordable in different categories plus part should be market rate. <br />At this point, the Affordable Housing Committee does not have a <br />firm belief of what the project should consist of. Mayor Mercer <br />believed that this project would be 160-175 units. The Housing <br />Committee has every intention of bringing this through the normal <br />procedure and ultimately it will be the Council's decision. <br /> <br />11/17/92 11 <br /> <br /> <br />
