Evans <br /> Company, Inc., for a housing development on Case Avenue; reserving <br /> the City-owned land south of Centennial Park and the proposed <br /> housing project on Case Avenue for the potential future extension <br /> of Junipero Street; and appropriate a maximum of $4,000 from the <br /> City's Affordable Housing Fund for acquiring an appraisal of the <br /> 9,036 acre site on Case Avenue. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12c <br /> Proposal for utilization of the County Measure D Refund (SR92:472) <br /> <br /> Mayor Mercer explained the history of Measure D. He thought <br /> that when Council approved the recycling plan originally there was <br /> $30,000 available for advertising and recycling information. What <br /> was being suggested is that $30,000 would be added to that sum of <br /> money. He asked for clarification. <br /> <br /> Mr. Bocian explained that the $30,000 was primarily for a <br /> public information campaign. The money listed in the staff report <br /> is to cover the cost of an enhanced recycling program. The $85,702 <br /> is to implement a smaller can service that was suitable for <br /> automated pick-up and perhaps for a varied pick-up schedule. It <br /> basically is to off set the cost of any additional program that the <br /> City would do to further enhance the recycling program. <br /> <br /> Mayor Mercer stated that he had met with the garbage company <br /> regarding the 30-gallon can rate because he had a lot of calls from <br /> the community regarding it. The garbage company is of the opinion <br /> that it cannot buy a 30-gallon can that would hold up from the <br /> automated program. The machinery would crush the can. He felt <br /> that the City should apply to the Alameda County Waste Management <br /> Authority for some type of program for the 30-gallon can. <br /> <br /> Mr. Tarver believed that Measure D was overturned and <br /> therefore, the monies collected should be returned to those who <br /> paid for it in total. <br /> <br /> Mayor Mercer asked what the difference in refund would be <br /> between reserving $85,702 or returning it in full. <br /> <br /> Mr. Bocian explained that the customer would receive $4.68 if <br /> Council adopted the staff plan and $6.78 for a full refund. <br /> <br /> 11/17/92 12 <br /> <br /> <br />
