163

6. PUBLIC HEARINGS

Item 6a
PUD-92-08, Pleasanton North Rotary/City of Pleasanton
Application for planned unit development rezoning to PUD (Planned
Unit Development) - Hiqh Density Residential District and
development plan approval to construct seven attached residential
units on an approximately 0.56 acre site located at the southeast
corner of Palomino Drive and Concord Street. Zoninq for the
property is RM-2,500 (Multiple Family Residential) District.
(SR92:434)

Also consider adoption of a Negative Declaration

Mr. Mercer declared the public hearing open on the
application.

Michael Goldsworthy, 633 Abbie Street, urged Council to
approve this project. He explained the history of the project and
the process which it had gone through prior to coming to Council.
He indicated that he was in agreement with the recommendations and
conditions for this project. He artended the meeting tonight to
answer any questions that Council might have.

Mr. Tarver asked why the project was changed from the court
concept to the outside access.

Mr. Goldsworthy said that the original plan was to eliminate
driveways and garage doors from the streetscape. He explained that
the easements and cross-easements necessary for shared driveways
became too cumbersome for operation and maintenance. Also if there
were common areas, a homeowners association would be necessary and
would add to the cost of the units. In order to keep the units
more affordable, it was decided to change the plan.

Ms. Mohr asked what the monthly charge would have been for the
residents if the project was not changed and had a homeowners
association.

Mr. Goldsworthy answered that the cost was not discussed.

Rich Riley, 5576 Sonoma Drive, member of the Mayor's
Affordable Housing Task Force and of Pleasanton City Employees
Association Board, spoke in favor of this application. He believed
that the City of Pleasanton should provide quality living for all
lifestyles. He felt that this was a good plan and the use of this
property would be very desirable for this type of housing. He
asked that Council approve this project and follow through to be
sure it is completed as presented this evening.

5
