139 <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, to <br />approve the revisions to City Council policies and operating <br />procedures, with adoption to take place at the next meeting. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Tarver <br />ABSTAIN: None <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br /> <br />Item 9a <br />Livermore Amador Valley Water Manaqement Agency/Tri-Valley <br />Wastewater Authority <br /> <br /> Mr. Butler pointed out that there would be a very important <br />Tri-Valley Wastewater Authority meeting on October 22, 1992 in the <br />City Council Chambers regarding the final review of the <br />Supplemental Review of the EIR. <br /> <br />Item 9b <br />Report on ABAG General Assembly (SR92:426) <br /> <br /> Ms. Scribner commented that ABAG had come a long way since it <br />started and is getting closer to what was envisioned for regional <br />government. She was concerned with merging ABAG, MTC, and the Air <br />Quality Board. She was not opposed to merging agencies, but she <br />felt the better way was to merge functions and create a new entity <br />to replace the rest. She was concerned with the voting procedures <br />should the agencies merge. She preferred the ABAG voting <br />structure. <br /> <br /> Ms. Mohr commented that the compromises made between the five <br />cities had represented fairly the direction that the small cities <br />in the valley felt was reasonable. She strongly supported this <br />idea. <br /> <br />Item 9c <br />Status Report on ACAP/ACTEB (IR92:78) <br /> <br /> Ms. Mohr explained that ACTEB had ceased to exist, and there <br />has been no action taken to reconstitute it. There is another year <br />to look at presenting a plan for the cities to come together with <br />another joint powers agency to recapture the authority from the <br />county. She then referred to ACAP and indicated that it is meeting <br />on a quarterly basis and conducting business as usual. <br /> <br />10/20/92 9 <br /> <br /> <br />
