139 It was moved by Mr. Butler, and seconded by Ms. Mohr, to approve the revisions to City Council policies and operating procedures, with adoption to take place at the next meeting. CITY COUNCIL COMMITTEE REPORTS Item 9a Livermore Amador Valley Water Manaqement Agency/Tri-Valley Wastewater Authority Mr. Butler pointed out that there would be a very important Tri-Valley Wastewater Authority meeting on October 22, 1992 in the City Council Chambers regarding the final review of the Supplemental Review of the EIR. Item 9b Report on ABAG General Assembly (SR92:426) Ms. Scribner commented that ABAG had come a long way since it started and is getting closer to what was envisioned for regional government. She was concerned with merging ABAG, MTC, and the Air Quality Board. She was not opposed to merging agencies, but she felt the better way was to merge functions and create a new entity to replace the rest. She was concerned with the voting procedures should the agencies merge. She preferred the ABAG voting structure. Ms. Mohr commented that the compromises made between the five cities had represented fairly the direction that the small cities in the valley felt was reasonable. She strongly supported this idea. Item 9c Status Report on ACAP/ACTEB (IR92:78) Ms. Mohr explained that ACTEB had ceased to exist, and there has been no action taken to reconstitute it. There is another year to look at presenting a plan for the cities to come together with another joint powers agency to recapture the authority from the county. She then referred to ACAP and indicated that it is meeting on a quarterly basis and conducting business as usual. 10/20/92 9
