SPECIAL AND INFORMATION REPORTS

Item 7a
Actions of the Zoning Administrator, Design Review Board, and
Planning Commission (IR92:79)

No action was required or taken by the Council on this item.

8. MATTERS INITIATED BY COUNCILMEMBERS

Item 8a
Revision to Council Rules and Operating Procedures (SR92:425)

Mr. Butler commented one could not predict when there would be
less than five Councilmembers attending the meetings and therefore,
it made sense to adopt this type of rule.

Mayor Mercer asked if the intent of the change was that an
item could only be continued once by a councilmember.

Mr. Roush indicated that was what staff intended.

Ms. Scribner understood the language to say that a
councilmember may ask to continue an item but must get a majority
vote to do so.

Ms. Mohr commented that it did not make sense that the City
could not continue with its normal business if one councilmember is
absent.

10/20/92 8
