137 <br /> <br /> Mr. Butler asked if the red color that was agreed upon was <br />acceptable to staff. <br /> <br /> Mr. Swift answered the dark red was acceptable. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Scribner, <br />that Resolution No. 92-198 be adopted, approving Case Z-92-140, the <br />application of Klean Kar Carwash/Able Signs, for a comprehensive <br />sign program for this car wash facility located at 4005 Pimlico <br />Drive. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Tarver <br />ABSTAIN: None <br /> <br />Item 6c <br />Extension of Time to Secure Final Subdivision Map for Bonde Ranch <br />(SR92:428) <br /> <br /> Mr. Mercer declared the public hearing open on this matter. <br /> <br /> Woody Pereira, 43 Golf Road, represented the owners of Bonde <br />Ranch. He appeared to answer any questions that Council might have <br />and requested approval as set forth in Option 2 of the staff <br />report. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Ms. Scribner asked if the 18 units that had Growth Management <br />approval for 1992 would be placed in backlog. <br /> <br /> Mayor Mercer answered yes. <br /> <br /> Ms. Scribner referred to the Growth Management approval <br />process. She stated that it seems to be inconsistent when the City <br />is giving out approvals for 1992 when a developer actually has more <br />than that time to file a final map. <br /> <br /> Mayor Mercer believed that the delay was due to the <br />governmental process, not the applicant. <br /> <br /> Mr. Butler commented that the Growth Management program does <br />have some quirks. The basic tenet is to have a uniform rate of <br />approval. The rate of approval is important, not the rate of <br />building.
