He believed that this should <br /> have been explained to him before. <br /> <br /> 6. PUBLIC HEARINGS <br /> <br /> Item 6a <br /> pUD-92-7, Jim Lavey/DarrVl Alexander <br /> Application for development plan approval for a Planned Unit <br /> Development (PUD) to construct a four-unit sinqle-family <br /> residential development at the southwest corner of Sycamore Road <br /> and ~mher Lane. Zoninq for the property is PUD (Planned Unit <br /> Development) - Aqriculture/Medium Density Residential District <br /> (SR92:420) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Jim Lavey, 4183 First Street, owner of 547 Sycamore Road, <br /> agreed in general with the staff recommendations. <br /> <br /> Darryl Alexander, 205 Main Street, Suite E, explained that <br /> several changes had been made due to the conditions of the Planning <br /> Commission. He referred to several conditions and asked for <br /> clarification. He began by asking about the status of overhead <br /> power lines (Condition 11). <br /> <br /> Mr. Swift explained that the North Sycamore Specific Plan does <br /> not speak to the ultimate disposition of the existing overhead <br /> power lines on Sycamore Road. The meaning of the sentence <br /> regarding the power lines (listed in the Planning Commission staff <br /> report) is that it only referred to the street section itself for <br /> Sycamore Road. The Specific Plan does not address overhead power <br /> lines. It requires the underground utilities be paid for by the <br /> individual property owners as individual properties develop. The <br /> City charges a per foot charge for undergrounding, equal to one <br /> half the cost for undergrounding across the frontage. <br /> <br /> Mr. Alexander then referred to Conditions 14A, B and C and <br /> explained what staff had recommended. He stated that it would make <br /> sense for the development to line up the off road dedication, as <br /> staff was recommending, in front of their parcel to join with this. <br /> This would create more than the half street dedication. He assumed <br /> that Condition 19 regarding vertical concrete curb was a boiler <br /> plate condition because it really did not meet the intent of the <br /> Specific Plan in this area.
