Adopt Resolution No. 92-127, making the CEQA finding of <br /> de minimis impact on wildlife for the application of <br /> Security Trust Company, as Trustee under Trust #1860-0, <br /> for the Stoneridge Regional Shopping Center Development <br /> Agreement. (SR92:421) <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Tarver <br />ABSTAIN: None <br /> <br />5. MEETING OPEN TO THE PUBLIC <br /> <br />Interstate Nuclear Services <br /> <br /> Kim Mosely, 123 Ray Street, explained that on October 5, 1992, <br />his Homeowners' Association, as well as a few neighbors, filed a <br />formal complaint with the City Planning Commission regarding the <br />noise created by the operation of the Interstate Nuclear Services. <br />The operating hours have extended from 7:00 p.m. to 4:00 a.m.. He <br />explained what was causing the disturbance (large blowers running, <br />semi-trucks pulling in at all hours and large roll-off boxes being <br />loaded onto the docks). He asked what could be done about this <br />since he had not received a response from the Planning Commission <br />or staff. <br /> <br /> Mayor Mercer asked that Mr. Mosely give Ms. Acosta his name <br />and phone number so that staff could get back to him with the <br />status of his complaint and further information. <br /> <br />Horse Ordinance <br /> <br /> Johnny King, P. O. Box 371, Orinda, 94563, believed that the <br />City of Pleasanton's City ordinance which prohibits any horseriding <br />on downtown streets is illegal. <br /> <br /> Mr. Butler pointed out that Council has acted on advice of its <br />legal counsel and it believed that the ordinance was enforceable. <br /> <br /> Mayor Mercer stated that when this ordinance was adopted by <br />Council, the main concern was that young children were unable to <br />control their horses on streets with traffic. The Council was not <br />concerned with taking horses off the streets but was concerned for <br />the safety of the children. <br /> <br /> 10/20/92 3 <br /> <br /> <br />
