84 <br /> <br /> Item 8c <br /> Set Date for Installation of Newly Elected Officials and Establish <br /> Dates of December City Council meetings (SR92:400) <br /> <br /> Ms. Mohr inquired if there would be a heavy workload in <br /> December and Ms. Acosta indicated there probably would be. Ms. <br /> Mohr felt it is tOO much to put all of the City's business in <br /> December on newly elected councilmembers and indicated a preference <br /> for a second meeting in December. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to set <br /> December 1, 1992 to install the newly elected officials and that <br /> there be regular City Council meetings on December 1 and 15, 1992. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Butler <br /> ABSTAIN: None <br /> <br /> Item 8d <br /> Council Initiated Resolution in Support of 1-80 High Occupancy <br /> Vehicle (HOV) Lane (SR92:409) <br /> <br /> Mr. Mercer indicated that after the Cypress structure <br /> collapsed in the earthquake, the City of Oakland and CalTrans <br /> started a process to determine how and where to rebuild the <br /> Cypress. Oakland wanted a different location and a process was <br /> started to review the plans for a new Cypress. The study, <br /> engineering, right of way acquisition, and moving the Cypress were <br /> to allow better access to the Port of Oakland and better access for <br /> cars onto and off of the Bay Bridge. That took two years. The <br /> Federal Emergency Management Authority (FEMA) allocated $350 <br /> million for the project. Contracts were let and equipment arrived <br /> to start the work. Urban Ecology and the Sierra Club filed suit to <br /> stop the freeway construction based on the fact that the <br /> Environmental Impact Report (EIR) had not included enough <br /> information to determine whether a railroad could be built on the <br /> Cypress location and a railroad across the Bay Bridge. The judge <br /> authorized a review of the matter. CalTrans is paying $40,000 per <br /> day in interest on the $350 million and $50,000 per day in <br /> contractors' waiting fees. <br /> <br /> Mr. Mercer continued that the resolution presented to the <br /> Congestion Management Agency requests the judge to make a decision <br /> as soon as possible to allow CalTrans and FEMA to move ahead with <br /> building the structure because there is no guarantee that the FEMA <br /> allocation of $350 million will stay with this portion of the <br /> freeway. Because of other national emergencies in Florida and <br /> Hawaii, this allocation can be moved somewhere else. <br /> <br /> 10/6/92 10 <br /> <br /> <br />
