85 <br /> <br /> Mr. Mercer also stated that the worst case scenario is it will <br /> take 37 months of delay to satisfy all of the concerns of the <br /> Sierra Club and Urban Ecology; the best case is 30 days, or $1.3 <br /> million in interest. At a public hearing before the Congestion <br /> Management Agency, a resolution was adopted requesting the matter <br /> be brought back to the judge as soon as possible with the support <br /> of the Alameda County Congestion Management Agency. This matter <br /> is before the City Council because he must vote on behalf of the <br /> City of Pleasanton at the Mayors' Conference on this same CMA <br /> resolution. <br /> <br /> Mr. Mercer requested direction. He indicated he had voted for <br />the motion because there is little possibility that a railroad will <br />be built along the Cypress and onto the Bay Bridge. BART and AC <br />Transit already provide transit across the Bay. Also the $350 <br />million is not set aside for a railroad, it is to replace the <br />Cypress. There is no guarantee the money will always be there. <br /> <br /> Ms. Scribner inquired if the railroad was to be instead of a <br />road or in addition to a road. Mr. Mercer indicated he did not <br />know. The only fact is that the EIR did not consider a railroad. <br /> <br /> Mr. Tarver supported moving ahead. A major piece of the <br />transportation network was lost and needs to be replaced as soon as <br />possible. It is incredible that so much money is being wasted. <br /> <br /> Ms. Mohr indicated it is critical to the City of Oakland and <br />the whole area to move people through Oakland. This does not say <br />that rail is not supported and if funding is ever available, rail <br />would be a good alternative. <br /> <br /> The consensus of Council was to support Mayor Mercer's vote <br />for the Congestion Management Agency resolution. <br /> <br />Item 8e <br />Discussion of Ridqelands Committee: Goals for Ridqeland~ <br />(SR92:408) <br /> <br /> Mayor Mercer indicated that at the last meeting of the <br />Ridgelands Committee he had presented the text of Measure M as the <br />goals and objectives of Pleasanton, as Council had directed him to <br />do on September 15th. The other participants, except Alameda <br />County, submitted their goals. <br /> <br /> Mr. Tarver indicated he would like to assemble a citizens' <br />committee and follow through with Measure M, however the three-way <br />agreement he had hoped for doesn't appear to be happening. He had <br />hoped that all the jurisdictions would agree on what happens on the <br />ridge and then no jurisdiction could entertain changes without the <br />other's approval. At this time, Measure M is in place and yet the <br /> <br />lo/e/92 <br /> <br /> <br />
