MATTERS INITIATED BY COUNCILMEMBERS <br /> <br /> Item 8a <br /> Appointment of Park and Recreation Commissioner (SR92:239) <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, that <br /> Resolution No. 92-195, be adopted, appointing Gary Dove as an <br /> alternate member of the Park and Recreation Commission to fill the <br /> unexpired term of Dennis Winslow, who is moved from Alternate to <br /> Regular member of the Commission. <br /> <br /> The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> Item 8b <br />Report Reqardinq Options to Fill Vacant Council Seat if Incumbent <br />COuncilmember is Elected Mayor (SR92:397) <br /> <br /> Ms. Scribner indicated her desire to have an election to fill <br />the empty seat. Because it is a four year term, she believed the <br />people should have the right to elect. <br /> <br /> Ms. Mohr recounted the history of past appointments and <br />indicated every appointment was difficult and controversial. The <br />Council is in a no win situation and because of the significance to <br />the community, it is appropriate for the constituents to make the <br />decision. She was reluctant to spend the money, but in the long <br />run, it is well spent. <br /> <br /> Mr. Mercer clarified that the election would be held in March <br />and Council concurred that the election should be the soonest date <br />possible. <br /> <br /> It was moved by Ms. Scribner, and seconded by Mr. Tarver, to <br />call for a Special Election to fill the vacancy of a councilmember, <br />should one of the incumbents be elected mayor. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br />10/6/92 9 <br /> <br /> <br />
