67

traffic was provided for in Pleasanton's master traffic plan. The
parking lot would be sufficient space and she did not believe that
there would be any parking on the street. She pointed out that
there was no intention and that there would never be any alcohol
served from the facility. Ms. Clark explained that the reason why
the hours are late in the evenings was because the dancers are
mostly adults who work during the week.

She indicated that she and her husband had been teaching for
the Park and Recreation Department for the past three years and
have had an over growth of participants. Their classes had been
held in the Veteran's Building as well as in a few elementary
schools and have had no complaints. She asked for Council's
support.

Ms. Mohr asked if this type of dancing was similar to square
dancing. She also asked if there would only be evening lessons, no
daytime lessons.

Ms. Clark said that it was the same community spirit that you
find around square dancers but the dance is different in that a
partner is not needed for many of the dances. She described other
differences. She explained that they had been teaching mainly in
the evenings. She would like to do some lessons during the day and
on Saturday and possibly daytime lessons during the week if there
was a high demand.

Mr. Tarver asked if she had considered other sites for this
type of use.

Ms. Clark explained that the first building that they had
investigated was the vacant market on Main Street but the building
needed to be brought up to code and there was not adequate parking.
There were other commercial buildings available but the rents were
too high. They did not want to move the facility out of
Pleasanton. They felt that this proposed site was appropriate and
affordable.

Mr. Butler asked if the facility was too large for the group.
He then referred to Condition 11 and explained that it gives the
Planning Director the authority to ask for a rehearing if the
applicant failed to live up to conditions. He asked if Ms. Clark
had a problem with such condition.

Ms. Clark answered no to both questions.

Mr. Tarver asked what closing time she would prefer, 10:00 or
11:00 p.m.

9/ 5/92
