64

It was moved by Ms. Mohr, and seconded by Mayor Mercer, that
Ordinance No. 1579 be introduced, to be read by title only and
waiving further reading thereof, approving the 98 housing unit
project with a secondary access road and requiring the developer to
1) rough-grade the road on the subject property, 2) bond for amount
necessary to complete the road on the property in the future, and
3) contribute an amount equivalent to $2,000 per housing unit
toward completion of the road off-site at such time in the future
as the road is built.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer
NOES: Councilmember Tarver
ABSENT: None
ABSTAIN: None

Ms. Scribner believed that a golf course qualified under "open
space". She was concerned that the oak forest would be destroyed.
She was not convinced that the golfers in Pleasanton were thrilled
with the idea of putting a golf course in this area. She realized
that this would probably be the vehicle that would pay for the
housing, that is driving the whole thing.

Ms. Mohr asked if the word "destroy" is appropriate as opposed
to change. She explained that she had driven through the
Castlewood area to get an idea of the atmosphere the golf course
would bring. She pointed out that Council did receive the
acknowledgement from the Mayor's Golf Course Committee that there
is sufficient demand within the City of Pleasanton for multiple
golf courses. She admires the Castlewood area and believed that it
was a focal point and much admired beyond Pleasanton. Ms. Mohr
believed that in the long term, staff recommendation and comments
about the open space qualities and integrations of the golf course
with the untouched areas for the hiking trails and the overall
result would be attractive. She supported the golf course and
Concept E.

It was moved by Mr. Tarver, and seconded by Ms. Scribner, to
eliminate the golf course plan from this project.

The roll call vote was as follows:
AYES: Councilmembers Scribner and Tarver
NOES: Councilmembers Butler, Mohr and Mayor Mercer
ABSENT: None
ABSTAIN: None

9/15/92 38
