63 <br /> <br /> Chief Withers added that the Fire Department has been <br /> - consistent in its request for a secondary access since the <br /> beginning of this project. He asked that Council consider the fact <br /> that if the primary station that would respond to this area was not <br /> available the next closest station would be from Vineyard Avenue. <br /> <br /> Ms. Mohr asked if there was a tentative location for this <br /> station. <br /> <br /> Chief Withers answered there had been a few locations he was <br /> considering but he could not cite them today. He added that the <br /> department was studying the Vineyard Specific Plan which identified <br />C~ a few sites. He believed that a secondary access road would serve <br />O9 as a secondary exit for the people who live in the project area and <br />~-- to provide another access for the Fire Department. <br />< <br /> Ms. Mohr asked what the difference was in the emergency <br />Z response time. <br /> <br /> Chief Withers said that it would be a considerable amount of <br /> time because it would depend where the next station is going to be <br /> located. It is possible that Station 1 could move south because of <br /> the project to be developed on the San Francisco property. <br /> <br /> It was moved by Mr. Butler, and seconded by Mayor Mercer, <br /> approving the 86 home project with no requirement for a second <br /> - access as a condition of approval. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler and Mayor Mercer <br /> NOES: Councilmember Mohr, Scribner and Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Tarver indicated he would rather see the dedicated access <br /> road to the golf course as a completely separate access as proposed <br /> by the Kottinger Hills residents. He did not think this would <br /> solve the problem at all. He was concerned that if the money is <br /> not sufficient to build the road and the road is determined <br /> necessary, the City would not have the money to build it. That <br /> would result in using public funds to complete a road that the <br /> developer should have put in when the original project was done. <br /> Unless there was a condition that says that the road would be built <br /> when it was deemed necessary he could not support the motion. <br /> <br /> 9/15/92 37 <br /> <br /> <br />
