56 <br /> <br /> Ms. Mohr asked Mr. Fairfield if he would accept a condition <br /> that would allow Council to revisit the concept regarding <br /> preferences. <br /> <br /> Mr. Fairfield stated that golf course operations plan that <br /> would go through the public hearing process would carry some type <br /> of time period review. <br /> <br /> Ms. Mohr asked what type of staffing was required to operate <br /> this type of facility. She asked if the trail system would be <br /> dedicated to the City and City and controlled therefore, there <br /> would be no limitation on public use. <br /> <br /> Mr. Fairfield answered 10 to 13 staff members would be used <br /> for the golf course maintenance; 20 total staff including the <br /> restaurant. He stated that the City could use the land in any way <br /> if it accepted the dedication. The same would apply if the City <br /> just accepted the easement dedication except the applicant would <br /> have to operate the trails and use the golf course maintenance <br /> company to operate the trail system. There would also be other <br /> trails available throughout the golf course that they would own and <br /> maintain. The trail system would be part of a fire management <br /> plan and tentative map package that would come back under the staff <br /> recommended conditions. <br /> <br /> Ms. Mohr asked how a trail system could be integrated with a <br /> golf course because of the fear of golf balls. <br /> <br /> Mr. Fairfield said that there was a lot of open space between <br /> fairways. Most of the fairways would be in a valley or on a ridge. <br /> There would not be a safety problem. <br /> <br /> Ms. Mohr asked how much similarity would the proposed course <br /> have to the Castlewood course. She was very pleased with the <br /> atmosphere and environment that the Castlewood course portrayed. <br /> <br /> Mr. Fairfield described the reforesetation plan. He indicated <br /> that they had spent quite a lot of money on tree studies and a lot <br /> of that is reflected in the EIR and some is not. If there are some <br /> good "grandfather" trees, they would be transplanted if possible. <br /> <br /> Ms. Mohr referred to the haul road of the five alternatives <br /> and asked how the heavy equipment would utilize it. <br /> <br /> Mr. Fairfield said that the condition stated that the <br /> developer should use best efforts to attempt to get a separate haul <br /> road for a site development.
