57 <br /> <br /> This road would be modified and improved slightly through <br />gravel, noise, and dust abatement materials and would be used as a <br />one way road for the golf course and subdivision construction <br />phases. He pointed out that the road could not be used as a <br />permanent access. <br /> <br /> Ms. Mohr asked if the concrete foundation through the homes be <br />poured at the time that the streets were going in. <br /> <br /> Mr. Fairfield stated that would only happen if growth <br />management came early. He believed that the grading would get <br />started in 1994. It would take two years to build a golf course. <br />He hoped that in 1996 the golf course could open but that would <br />only be possible if the homes could be built at the time. Assuming <br />that growth management is not an obstacle, he would expect that <br />homes would be built in 1995. <br /> <br /> Ms. Scribner thanked the public and developer for postponing <br />this item for two weeks. She gained a lot of information within <br />that time. She asked how much of the Blue Oak forest would be <br />removed. She also asked if a project were to be approved that did <br />not include a secondary access road, would he be willing to revisit <br />that if in fact it turned out that the ADT was exceeding 3,000 on <br />Hearst Drive. <br /> <br /> Mr. Fairfield said approximately 30% of the total trees would <br />go and less than half of the total would be Blue Oak (if 50 acres <br />were removed, 1/2 would be Blue Oak). He referred to a map and <br />pointed out the locations of removal. He felt that the question <br />regarding the exceeded ADT had no answer because it could be <br />revisited, but not fixed, afterwards. <br /> <br /> Mr. Tichinin understood Mr. Fairfield's position on the 86- <br />unit alternative was fine with him as long as there was no <br />requirement for secondary access. That would mean that another 400 <br />trips would need to be added to Hearst for the golf course, which <br />would take this over the 3,000 ADT. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Ms. Scribner stated that staff was looking at a secondary <br />access road going down to Vineyard and yet none of the properties <br />there are annexed to the City. She asked how that was possible. <br /> <br /> Mr. Beougher stated that the City could exercise eminent <br />domain outside its jurisdictional boundaries if it is for road, <br />water and other utility purposes. <br /> <br />9/15/92 31 <br /> <br /> <br />
