Mr. Tarver explained that the City has a certain quantity that
could be pumped out of its wells based on agreements with Zone 7.
He asked if the applicant's well would be outside of that.

Mr. Fairfield said that it would not only be outside of that
but it would come from a different aquifer. A completed well
report was already done.

Mayor Mercer asked if a there were different types of grasses
available for golf coarses. He wanted to know if a courser type of
grass that did not require as much water could be used.

Don Knott answered yes. Most modern courses are using more
significantly more drought tolerant grass species than used in the
past. He explained the different types of grasses used.

Ms. Mohr asked how the City could be assured that it would not
be left with a raw graded mess on the hill if the project had
financial difficulty.

Mr. Fairfield indicated that the applicant would post a
performance bond and would include the private facilities with the
surety bond. He advised Council that if it became essential, the
applicant would post 100% of the cash required to do the entire
project and run it for a number of months.

Ms. Mohr stated that would be important to her because of the
Golden Eagle Farm project and the dairy land. She asked if there
would be tournament play on the golf course.

Mr. Fairfield stated that there would be tournaments, but
they would not be spectator tournaments. If this were to continue
to be a concern, he would agree to a condition that would prohibit
any spectator activities.

Ms. Mohr asked if there would be a way to limit the service of
alcohol at the grill.

Mr. Fairfield stated that the restaurant and drink service
would be a minor part of their intentions. Whatever is legal and
reasonable in terms of control of that could be included in the
golf course management plan.

Ms. Mohr asked if there would a preference for tee times for
Pleasanton residents.

Mr. Fairfield reiterated that this course would be privately
owned. He indicated that there would be a men's and women's club.
In addition to the standard fee, there would be some benefit for
neighbors and community residents. Club memberships would probably
be the only kind of memberships they would have.

9/15/92 29
