He explained that he would never hire an employee with that kind of record and objected to the City acting as the employer. He also indicated he believed the education background requirement was irrelevant. Mr. Ghorbani went on to state his concern that the insurance requirement by the city was too high. He felt the police department had drafted this ordinance using information from other cities which had higher accident rates than in Pleasanton. Ms. Acosta suggested that staff meet with the applicant again and try to work out some of the differences regarding the proposed ordinance. There being no further testimony, Mr. Mercer declared the public hearing closed. Mr. Butler felt that the rate issue could be addressed this evening. He said that after reviewing the staff report and the draft ordinance he could not tell if the ordinance was much different than the existing one, therefore he would support continuing action on the ordinance. Mayor Mercer commented that the issues that were raised by Mr. Ghorbani were good issues that staff should address. He believed that $300,000 of insurance coverage years ago is not anywhere near what a $1,000,000 is worth today; therefore, he agreed with the staff recommendations. Mr. Tarver asked what the rates were for Walnut Creek and Danville. Chief Eastman explained that those cities were closely patterned on San Jose and Oakland. It was moved by Mr. Butler, and seconded by Ms. Scribner, that Resolution No. 92-185 be adopted, increasing the taxicab companies rates to reflect $1.80 for flag drop, $1.80 per mile, $20.00 per hour standby; and referring the ordinance back to staff for further negotiations with the applicant.
