He explained that he would never hire <br />an employee with that kind of record and objected to the City <br />acting as the employer. He also indicated he believed the <br />education background requirement was irrelevant. Mr. Ghorbani went <br />on to state his concern that the insurance requirement by the city <br />was too high. He felt the police department had drafted this <br />ordinance using information from other cities which had higher <br />accident rates than in Pleasanton. <br /> <br /> Ms. Acosta suggested that staff meet with the applicant again <br />and try to work out some of the differences regarding the proposed <br />ordinance. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Butler felt that the rate issue could be addressed this <br />evening. He said that after reviewing the staff report and the <br />draft ordinance he could not tell if the ordinance was much <br />different than the existing one, therefore he would support <br />continuing action on the ordinance. <br /> <br /> Mayor Mercer commented that the issues that were raised by Mr. <br />Ghorbani were good issues that staff should address. He believed <br />that $300,000 of insurance coverage years ago is not anywhere near <br />what a $1,000,000 is worth today; therefore, he agreed with the <br />staff recommendations. <br /> <br /> Mr. Tarver asked what the rates were for Walnut Creek and <br />Danville. <br /> <br /> Chief Eastman explained that those cities were closely <br />patterned on San Jose and Oakland. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Scribner, that <br />Resolution No. 92-185 be adopted, increasing the taxicab companies <br />rates to reflect $1.80 for flag drop, $1.80 per mile, $20.00 per <br />hour standby; and referring the ordinance back to staff for further <br />negotiations with the applicant. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Tarver <br />NOES: Mayor Mercer <br />ABSENT: None <br />ABSTAIN: None <br /> <br />9/15/92 <br /> <br /> <br />
