SPECIAL AND INFORMATION REPORTS <br /> <br /> Item 7a <br /> Actions of the Zoninq Administrator, Design Review Board, and <br /> Planning Commission (IR92:68) <br /> <br /> Ms. Mohr referred to the fencing location of the Collins item <br /> and asked what the setback was off of First street. <br /> <br /> Mr. Swift answered that it would be 27 feet from the sidewalk. <br /> <br /> Mr. Tarver appealed Z-92-178, Sell-U-Car/Dave McDougall and <br /> said that he wanted to readdress the monument signs in terms of the <br /> freeway signage. <br /> <br /> Item 7b <br /> Presentation of Alameda County Transportation Plan (Congestion <br /> Management Agency) (SR92:381) <br /> <br /> Mayor Mercer explained that Council previously decided not to <br /> support (see Item 4 of staff report) a percentage of any new <br /> Measure B funds for transit service. <br /> <br /> Mr. Tarver indicated that he would not be participating in the <br /> discussion or voting on this item because he did not receive the <br /> information report. <br /> <br /> Ms. Mohr referred to Item 6 and asked if there was any <br /> identification of which rail lines this included. Mr. van Gelder <br /> indicated Stockton to San Jose, but this appears to staff to be <br /> conservative at this time. <br /> <br /> Ms. Mohr referred to Item 5 regarding new Measure B funds and <br /> asked if there was consideration of extending the sales tax time <br /> frame. <br /> <br /> Mr. van Gelder indicated there is still nine years on Measure <br /> B and then a new tax will be imposed. <br /> <br /> Ms. Mohr indicated that would have to go to the voters and <br /> inquired if the voters could change the amount. Mr. van Gelder <br /> indicated they could. There are four times the needs as money so <br /> somehow the needs have to decrease of the money has to increase. <br /> <br /> Ms. Mohr asked what percentage would be for local use. <br /> <br /> Mr. van Gelder indicated nothing is recommended by the <br /> Congestion Management Agency for local use. This is similar to the <br /> current Measure B program. The policy is that funds be limited to <br /> regional needs, but if funding sources are available, then the city <br /> could get matching funds. <br /> <br /> 9/15/92 12 <br /> <br /> <br />
