It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Ordinance No. 1578 be introduced, to be read by title only and <br />waiving further reading thereof, approving the Stoneridge Regional <br />Shopping Center Development Agreement between the City of <br />Pleasanton and Security Trust Company, as Trustee under Trust <br />#1860-0, in a final form as approved by the City Attorney. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 92-184 be adopted, authorizing the City Manager to <br />sign an agreement, approved in final form by the City Attorney, <br />containing the modifications to the existing Sewer Agreement. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Ordinance for Review of Permits for Taxicabs and Resolution Setting <br />Rates (SR92:372) <br /> <br /> 'Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Reza Ghorbani, President of Yellow Cab Company, referred to <br />the request for a rate increase on the stand-by time and explained <br />that the customer always knows what the rate is when the cab is <br />waiting. The meter runs slower when the vehicle is not in motion. <br /> <br /> Mayor Mercer asked if the rates that were presented in the <br />staff report were being charged at this time. <br /> <br /> Mr. Ghorbani answered yes. He stated that when the taxi cab <br />company started operating in Pleasanton he charged $1.20/mile <br />within the city limits of Pleasanton and $1.40/mile when a <br />passenger was taken outside the city limits. During the seven <br />years of operation he gradually increased the rates to $1.80/mile <br />which is competitive with other cities in the Bay Area. <br /> <br /> Mr. Ghorbani then referred to the proposed ordinance. He was <br />concerned that the proposed ordinance seemed to be an over- <br />regulation of the cab company. He pointed out some of the <br />conditions that he did not agree with such as the condition that <br />those under 21 were not allowed to drive for the company, that no <br />driver have more than three citations in six months, and the <br /> <br />9/15/92 10 <br /> <br /> <br />
