20 <br /> <br /> Mayor Mercer stated that he finally got the Measure B <br /> Committee to agreed to do a three part priority list. These lists <br /> included: 1) what was going to be built; 2) what probably would be <br /> built; and 3) what won't be built. Route 84 will not be built <br /> because there is no money available to do so and there is no <br /> alternative other than the $20 million which Livermore would be <br /> spending between Ruby Hill and Stanley Boulevard. He reiterated <br /> that this was a "Resolution of Interest" only. He felt that it was <br /> naive to think that the City of Pleasanton was supporting a toll <br /> road without an EIR or further information. He did not see any <br /> other options than telling the toll road company and all other <br /> involved that the City of Pleasanton needed to study the toll road <br /> in a serious manner. The alternatives to build Route 84 are not <br /> there. In 1995, all gravel trucks will be banned from using <br /> Stanley Boulevard and will be forced to use 1-580, 1-680 or Route <br /> 84. He believed that the gas tax needed to be raised. Mayor <br /> Mercer felt that local elected officials should find all possible <br /> means to provide ways to get people from one location to another. <br /> If this means a toll road, people who want to pay will pay, and <br /> people who do not want to pay would drive on a free road. He <br /> supported reviewing all options and alternatives. He would like to <br /> see mass transit, but is aware that the funds are not available at <br /> this time to build such an alternative. He added that if the toll <br /> road were built, he would like to see that one lane be designated <br /> for trucks only. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Resolution No. 92-177 be adopted, approving the resolution of <br /> interest but amending Section 4 to clarify Council's intent that no <br /> public funds be used for the toll road. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Tarver stated that the reason he voted against this motion <br /> was because he was not comfortable with the way that the resolution <br /> was stated. <br /> <br /> Item 8b <br /> Draft Alameda County Paratransit Financinq Plan (SR92:364) <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, <br /> authorizing staff to prepare a letter to the Alameda County Board <br /> of Supervisors describing Pleasanton's specific concerns about the <br /> Draft Five Year Paratransit Planned and budget. <br /> <br /> 9/ /92 20 <br /> <br /> <br />
