Mayor Tarver asked if it were possible to change the growth management conditions if it was determined that the tentative map application did not need a major modification to the PUD. Mr. Roush answered no. Don Wallace, property manager for the Mollers, explained the history of this property and the Moller family. He described the project and asked for Council approval. Peter MacDonald, 400 Main Street, represented the Moller family. He indicated that the Mollors were willing to amend their Growth Management Agreement to reflect a "use it or lose it" policy. He explained the studies that have been made on the site and the environmental changes made. He indicated that the Mollers would agree to process the application as a major modification. They would like to know of any major concerns with the project at this point. They were hoping that they could proceed in accordance with the current General Plan. Ms. Dennis asked if they would be willing to consider an assessment district for management of the open space area rather than a homeowners' association. Mr. MacDonald agreed that an assessment district was a good idea. The following people spoke in favor of this application: Fred Hempy, 7646 Cottonwood Lane; Neal Sweeney, 741 E. Angela Street; George Lydickson; Gordon Rasmussen, 6000 Highland Road; Tim Koopmann, 9464 Pleasanton-Sunol Road; and Dorothy Bevard. Reno Cairo, 218 E. Garden Circle, Manteca, previous Mayor of Pleasanton, explained the history of the annexation of this and other properties. ~e spoke in favor of this project. 4~6~93 5
