122 <br /> <br /> State Tollway Project with the conditions that no public funds be <br /> utilized and that an arterial be provided free of a toll to local <br /> traffic. <br /> <br /> Dennis Parker, 150 17th Street, #202, Oakland, California Toll <br /> Road Company, believed that the staff report was a reasonable <br /> middle ground for proceeding with this project. He reiterated his <br /> ideas in support of the project. <br /> <br /> In response to Councilmembers' questions, Mr. Parker discussed <br /> the options of funding, size, and configuration of the Toll Road. <br /> <br /> Ms. Mohr supported staff recommendation and believed that more <br /> information needed to be provided and considered before a decision <br /> could be reached. <br /> <br /> Ms. Scribner felt that all transportation methods should be <br /> considered, including the Toll Road. <br /> <br /> Mr. van Gelder indicated that if the Toll Road Company is not <br /> included in the discussions, some clarity may be lost. This is <br /> because it will be providing an environmental document which costs <br /> millions of dollars. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Scribner, <br /> approving the formation of a Tri-Valley subcommittee for Highway 84 <br /> at policy and staff level, consisting of Pleasanton, Livermore, <br /> Alameda County, Caltrans and CMA, to develop alternatives to the <br /> Toll Road that can be funded regionally and then to compare the <br /> benefits. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor <br /> Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Dennis, changing <br /> the City Council position on the toll road to indicate that the <br /> City of Pleasanton does not support the completion of Route 84 as <br /> a private toll road. <br /> <br /> After discussion on the motion, Mr. Pico withdrew his motion. <br /> <br /> It was moved by Mayor Tarver, and s~conded by Ms. Mohr, that <br /> Resolution No. 93-35 be adopted, modifying Resolution No. 92-177 by <br /> deleting that portion which reads "Support the construction of the <br /> remaining portion of Highway 84 between the Isabel Extension an <br /> 1-680 as a toll road as no assurance of funding appears available <br /> in the next 10 years." and substitutes the following: <br /> <br /> 3/16/93 S <br /> <br /> <br />
