121 Brian Boyd, 4512 Second Street, spoke in favor of this item. Council expressed its support in televising the Council meetings. It agreed that televising these meetings provides close communication with the community and the newsletter will informthe community ahead of time what will be on the agenda. Ms. Acosta reiterated that staff's recommendation is to approach Viacom to pay the cost. It was moved by Mayor Tarver, and seconded by Ms. Scribner, (1) authorizing staff to meet with Tri-Valley Community Television to discuss equipment specifications and guidelines; (2) meet with the school district to establish a shared channel capacity on Channel 37; (3) Mr. Pico to meet with Viacom Cablevision to provide the necessary system insertion equipment; and (4) staff to meet with Tri-Valley Community Television to draft an appropriate format and schedule for a regularly scheduled video newsletter. Item 8c MTC Eastern Corridor Planning Reconnaissance Report (Hiqhway 84 Toll Road) (IR 93:22) Bill van Gelder, Traffic Engineer, presented the staff report. In response to the Councilmembers' concerns, Mr. van Gelder discussed various options regarding the building and funding of the Toll Road.
