119 <br /> <br /> Mayor Tarver asked if the developer will be asking for further <br />modification on this project. <br /> <br /> Jim Summers, Project Manager, of the DeSilva Group, addressed <br />Mr. Pico's concerns. He explained that the construction has begun <br />on the site and the goal is to complete the off-site improvements <br />this year and the off-site path to the high school will be <br />included. Mr. Summers assured Council that he did not intend to <br />come back for any further modifications. Mr. Summers was not aware <br />of any other changes at this time. <br /> <br /> Frank Brandes, 6889 Corte Sonada, supported this project with <br />its changes. He hoped that Council would take into consideration <br />that the developer is willing and able to build. <br /> <br />8. MATTERS INITIATED BY COUNCILMEMBERS <br /> <br />Item 8a <br />Report Reqardinq Allocation Process for 1994 Growth Manaaement <br />(SR 93:102) <br /> <br /> Mr. Roush explained how the Growth Management Program <br />Ordinance had been interpreted and applied. <br /> <br /> Mayor Tarver suggested using a method similar to "use it or <br />lose it". A developer would propose a plan and have a time limit <br />to build it. For those large projects that have a lot of up front <br />improvements to be done, the City and the developer would enter <br />into an agreement that outlines how the project would be developed <br />in phases so that the Project is done in phases. He wanted to <br />avoid any legal problems with past approvals if possible. Staff <br />would, however, ask those people that have approvals if they would <br />be willing to negotiate moving their a growth management approvals. <br />His goal is to eliminate "back-log" approvals. <br /> <br /> Ms. Mohr commented that Council has always "fine tuned" growth <br />management every year to meet the demands. She felt that this is <br />an evolving process. Her concern was that'Council keep in touch <br />with the "real world" and recognize the constraints. <br /> <br /> Frank Brandes, 6889 Corte Sonada, co.~mented on the history of <br />this Ordinance. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, asked that Council not <br />go back on the projects that have vested tentative maps. <br /> <br /> Gary Purnell, 2472 Via de los Milagros, David Spear, 49 Adams <br />Way, and Gary Fletcher, 4042 Muirwood Drive, supported Mayor <br />Tarver's suggestion. They each expressed their concerns about the <br />quality of life in Pleasanton as well as about controlled and well <br />managed growth. <br /> <br />3/16/93 5 <br /> <br /> <br />
