Discussion of Various Sewer Issues Including Functions of <br /> DSRSD, LAVWMA, and TWA <br /> <br /> Using overhead slides, Robert Beebe, General Manager of Dublin <br />San Ramon Services District (DSRSD), related the history of the <br />District. He explained the billing and how the need for facilities <br />is determined. <br /> <br /> Mr. Pico had questions regarding storage capacity at the DSRSD <br />facility, peak flow, and the capacity that can be handled by the <br />LivermoreAmador Valley Water Management Agency (LAVWMA) pipeline. <br /> <br /> Mr. Beebe indicated there is one day's (14 million gallons) <br />storage capacity at DSRSD. The LAVWMA pipeline can handle 21 <br />million gallons. The peak flow is determined by how much rain <br />there has been. Mr. Beebe indicated the system is close to <br />capacity at this time. <br /> <br /> Robert Whitley, General Manager of the Tri-Valley Wastewater <br />Authority (TWA), identified the regional issues and explained the <br />options for transporting wastewater. <br /> <br /> After discussion by Council, the consensus was the sewer <br />capacity should not be allocated on the basis of average dry <br />weather flow because that is not an accurate measure of the <br />pipeline capacity. <br /> <br /> Mr. Whitley pointed out the differences between LAVWMA and <br />TWA. He indicated there were three main questions being dealt with <br />at this time: how much capacity is needed; what facilities are <br />required; and how to pay for them. <br /> <br />02/23/93 7 <br /> <br /> <br />
