104 <br /> <br /> Mr. Whitley indicated an EIR is being prepared for the TWA <br /> project and TWA is trying to determine the capacity required. He <br /> pointed out the options for transporting the wastewater, which are <br /> to Contra Costa Central Sanitation District (Central San); <br /> treatment at Livermore and at an expanded DSRSD facility and then <br /> pumped to the EBDA pipeline; a new outfall site off Oakland <br /> airport; or new emphasis on reclamation and recycling. Mr. Whitley <br /> indicated the options on funding the facilities are threefold: <br /> manage the costs phased over a long period to match needs; tap <br /> capital reserves of membership agencies; or debt financing five <br /> years into the project. <br /> <br /> 3a. Review Capacity Request for TWA Project (IR 93:23) <br /> <br /> Council reviewed Tables 4 and 5 of the staff report. Various <br /> opinions were given on deleting categories or limiting development. <br /> <br /> Mr. Tarver indicated Council cannot wait for the General Plan <br /> review process to determine exactly what expected capacity will be. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, to request <br /> 4.2 mgd of capacity from TWA. <br /> The vote was as follows: <br /> AYES: Councilmembers - Mohr, Pico, Scribner, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 2. Approval of Letter to Metropolitan Transportation Commission <br /> (MTC) Regarding Route 84 - Toll Road (IR 93:22) <br /> <br /> Mr. Tarver indicated Resolution 92-177 gave more support to <br /> the Toll Road than he preferred and he wanted to indicate that <br /> Pleasanton did not support the Toll Road.
