90 <br /> <br /> Dick Howard, President of Pleasanton North Rotary, 7750 <br /> Country Lane, briefly explained the history of this project. He <br /> indicated that this project was very important to his Club as well <br /> as for the City and asked for approval. Mr. Howard welcomed staff <br /> to audit this project throughout each stage. <br /> <br /> Mr. Pico asked if there would be any type of final accounting <br /> for the surplus that may be generated. <br /> <br /> Ms. Acosta stated that there was no language regarding the <br /> final accounting but that it could be added. <br /> <br /> Mayor Tarver requested that language be added tothe agreement <br /> stating some time limit for notification for termination in the <br /> event that the option wasn't exercised. <br /> <br /> Mr. Howard and his attorney agreed to do so. <br /> <br /> Robert Cordtz, 262 W. Angela, spoke in favor of this project. <br /> He was concerned that the $320,000 appropriated for this project <br /> was never reviewed by the Mayor's Affordable Task Force. Mr. <br /> Cordtz then asked for clarification on a few conditions. <br /> <br /> Mr. Bocian stated that the concept of the project was <br /> discussed and approved by the Affordable Housing Task. There was <br /> not a specific discussion relative to the City's potential <br /> contribution to the project; however, the general concept was <br /> clearly discussed at that time. <br /> <br /> Mr. Pico understood that this is a discretionary type of <br /> transfer which is authorizing the Affordable Housing Fund to <br /> reimburse the City's General Fund. Council does have the <br /> discretion to keep the money in the Affordable Housing Fund. <br /> <br /> Ms. Acosta agreed and added that staff did not recommend <br /> keeping the money in the Affordable Housing Fund because there was <br /> the concern of finding funds for the fourth fire station site. <br /> <br /> Mr. Bocian explained that the City is currently utilizing the <br /> services of a consulting firm for processing applications for the <br /> City's involvement with the Palomino project. The City has been <br /> satisfied with the process and it is likely thatthis same process <br /> will be used for this project. However, the City is evaluating <br /> whether it would be more feasible for the City to do the process <br /> itself. The City would assume the costs if the School Impact Fees <br /> were waived. Mr. Bocian then explained the process for who would <br /> be providing the labor to build the project. <br /> <br /> Mr. Cordtz announced his resignation from the Mayor's <br /> Affordable Housing Task Force. <br /> <br /> 02/ e/e3 s <br /> <br /> <br />
