88 <br /> <br /> David Jones understood that, but reiterated his disagreement <br /> with the sewer condition. <br /> <br /> There being no further testimony, Mr. Tarver declared the <br /> public hearing closed. <br /> <br /> Ms. Scribner asked what the purpose was of conditioning Mr. <br /> Jones to landscape the nine foot area of the Fairgrounds property. <br /> <br /> Mr. Swift stated that it was to finish off the street until <br /> such timethatthe street is widened and extended to Valley Avenue. <br /> There is no other landscaping done at this time in that area. <br /> <br /> Ms. Scribner was in favor of leaving the disclosure notices <br /> condition as written as well as the pro-rata of the future water <br /> and sewer extension. She believed that the condition for the <br /> soundwall should be removed, but felt that the landscaping should <br /> remain for future developments. <br /> <br /> Mr. Pico was concerned that the General Plan is outdated. He <br /> concurred with Ms. Scribner's comments regarding the soundwall and <br /> landscaping, but felt that more questions needed to be answered <br /> before approving the project. He too was concerned with the <br /> intention of extending Rose Avenue and the sewer and road easements <br /> being addressed. <br /> <br /> Mayor Tarver agreed that the Fair Board is obstructing <br /> development along the edges of the Fairgrounds. He believed that <br /> the City is going to have to condemn property to put Rose Avenue <br /> through. He thought that the City needs to make a decision as to <br /> what should be done with this. The General Plan should be changed <br /> if the City decides it is necessary. <br /> <br /> Mr. Swift added that the Fair Board has agreed to provide an <br /> easement for the City for a sewer and water line, but not for the <br /> road. The City's Master Plan shows the water line connecting to <br /> Valley Avenue as well as the sewer line. He then explained the <br /> pro-rata share condition. <br /> <br /> David Jones reiterated the process that this project has gone <br /> through to reach this approval stage.
