423 <br /> <br />The roll call vote was as follOWs: <br />AYES: Councilmembers Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6a <br />Request for Congestion Management Agency (CMA) Policy Direction (SR93:23) <br /> <br /> Mr. van Gelder presented the staff report. <br /> <br /> Mayor Tarver stated that CMA is moving towards a regulatory process rather than the <br />strategic plan outlined in the staff report. <br /> <br /> Mr. van Gelder explained the funding levels. He felt that the policy guidance that the <br />City needs to consider is that the money for AC Transit goes into the current operations. If this <br />type of policy is given direction or try to get it through the CMA there is less money available <br />for capital. There are possible monies available for Wheels through capital or operating. At <br />CMA's next meeting there will be discussion regarding Transit Capital Rehabilitation. Mr. van <br />Geltier suggested that the City allocate for public transportation and then define public <br />transportation as AC Transit, Wheels and Union City Bus Company. <br /> <br /> Ms. Mohr pointed out that at the last LAVTA Board meeting she learned that the TDA <br />funding has increased.
