422

Brett Knapp, 3485 Kamp Drive, indicated opening the Rose Park parking would be
helpful but not solve the problem. He was not concerned with the vehicles that are moved daily--
as much as he was with those that move only back and forth across the street. He noted that
on the weekends large industrial vehicles park on the street which makes it difficult to see
around them while driving.

Eleanor Werner, 20076 La Roda Court, Cupertino, owner of 1725 and 1733 Magnolia
Circle, felt that this was a Public Safety issue and objected to having the Homeowners
Association being responsible for resolving this problem. She supported restricting parking from
12:00 to 6:00 a.m. to eliminate the problems that occur.

Bob Kroetch, 1501 Poppybank Court, explained that the front of his house faces Kamp
Drive but his driveway is on Poppybank Court. He is one that parks on Kamp Drive (in front
of his home). He asked that Council make a decision on this matter this evening rather than
continue this. Mr. Kroetch participates in a two-person Committee which is trying to meet with
all of the owners regarding this issue. (A petition was given to CouncilS. He believes that it
is just a few people abusing the law in the area.

Ellen Rinker, 1544 Maple Leaf Drive, pointed out that every house on this street have
two car garages. She believed that if every person would make use of their own driveways,
there would not be a problem.

Alan Gottesman, 3471 Kamp Drive, believed that if the visitor parking area were to be
opened to the overflow parking, this problem would be resolved. He agreed that there is a
safety hazard coming around the corner because of the vehicle parking. If there was restricted
overnight parking, it would not alleviate the problem unless both sides of the street was
restricted.

It was moved by Ms. Mohr, and seconded by Ms. Scribner, that the City not restrict the
street parking except for the entry way; should the resuR of the homeowners association vote
not resolve the problem, then it would be brought back to Council.

Ms. Mohr amended her motion to include directing staff to make the first three lots on
the east side of the street and equivalent of the first two on the west side be painted red.

Ms. Scribner withdrew her second.

There was general discussion regarding red lining the curbs.

It was moved by Ms. Mohr, and seconded by Ms. Scribner, that the City not restrict the
street parking except for the entry way for staff to determine should the result of the
homeowners association vote not resolve the problem then it would be brought back to Council.

02/02/93 6
