420 <br /> <br /> Mayor Tarver believed that the Committee did not respond to what the community/public <br /> was asking for. It was a compromise, and that is why he had asked for this to be revisited. <br /> <br /> Ms. Scribner stated that the survey that she had conducted was inconclusive. The <br /> majority of those surveyed thought that the issues has been resolved. (She then listed the results <br /> of her survey). Ms. Scribner felt that the Task Force did a good job in putting all of the <br /> components together. The goal was to develop a plan that could be aeceptexl by everyone. <br /> <br /> Ms. Mohr inquired about delays. <br /> <br /> Mr. Elliott stated that it would only be a few-day delay to eliminate the bulb-outs and/or <br /> pop-outs if Council wished to do so. <br /> <br /> There was discussion about midblock crossings, handicapped parking on Main Street, tile <br /> art work at the corners and benches and planters. <br /> <br /> Mr. Swift indicated there may not be enough room at the corners, but the street furniture <br /> could be located elsewhere. <br /> <br /> Mr. I-Iigdon explained the process staff must do to be able to redesign the plan. <br /> <br /> There was considerable discussion regarding the bulb-outs and pop-outs and the effects <br /> made by removing them .... <br /> <br /> It was moved by Mar. Pico, and seconded by Mayor Tarver, that the Main Street Design <br /> Plan be amended to eliminate the corner bulb-outs and the tree pop-outs in the street. <br /> <br /> The roll call vQ~¢ was a~ follows: <br /> AYES: Councilmembers Mohr, Pico and Mayor Tarver <br /> NOES: Councilmember Scribner <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Ms. Scribner, that the special paving on the corner starts at the (outside) <br /> corner building edge. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mr. Dutchover felt that the sidewalk treatment should be consistent throughout the <br /> downtown.
