419

6. MAT'FERS CONTINUED FOR DECISION

Item (xi
Deeisi0n on Main Street Desin Issues (SR93:53)

Mr. Swirl presented the staff report.

Mr. Tarver declared the public hearing open on the application.

Ruby Greer, 444 Main Street, (A video was shown of the mock-up of Main Street). She
asked that Council not change what has been adopted by the previous Council and to approve
the bulb-outs.

Frank Brandes Jr., 6889 Corte Sonada, representing A1 Bronzini, spoke in opposition to
having bulb-outs and pop-outs on Main Street. (Photographs were given to Council of other
cities' bulb-outs). Mr. Brandes encouraged Council to proceed with this plan because of the
effect that it has on the businesses downtown. He was opposed to the bulb-outs and wanted to
preserve the historical nature.

Brian Dutchover 5579 San Antonio Street, reiterated the process that Council has gone
through to reach this plan. If Council wanted to preserve downtown with no changes, it should
have given the direction.

Dave Waldin, 3899 Vine Street, spoke in opposition to changing this plan at this time.
He did not feel that Council should revisit this project without reevaluating the entire project or
the compromises that went into its design. He believed that it is wrong for Council to revisit
issues that the last Council settled.

Gary Dove, 5267 Meadowwood Court, agreed with the previous speakers' comments.
He briefly explained how this project was originally planned to be oriented for pedestrians; now
Council appears to be more concerned about cars.

Angelina Summers, 4750 Suttergate Avenue, was concerned that her workplace currently
has no handicapped parking. She was aware of a survey that was done by Ms. Seribner and
asked for the results of that survey.

There being no further testimony, Mr. Tarver declared the public hearing dosed.

Ms. Mohr did not support this change if it would cause a delay in the project. She was
not as concerned with the bulb-outs as she was with the pop-outs.

Mr. Pico was not in favor of delaying the process but believed that Council has not taken
any action to reflect a delay. He felt that it was important to make the right changes because
it would be a permanent one.

02/02/93 3
