54 <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to approve <br /> the agreement with Park Land Associates for the construction of a <br /> softball concession building and to authorize the City Manager to <br /> execute the contract. <br /> The vote was as follows: <br /> AYES: Councilmember - Mohr, Pico, Scribner, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Linda Powers, 3164 Joanne Circle, presented a letter from <br /> Micki Brophy, President of the Pleasanton American Little League, <br /> which indicated the American Little League has a snack bar facility <br /> which has been very successful. It generates funds to pay umpires <br /> and field preparation fees without having to have fund-raising <br /> events every year. The proposed facility can serve the needs of <br /> more than the PGSL and strongly urged Council to proceed with the <br /> plans for the snack bar facility. <br /> <br /> Mr. John Shepard 3453 Isle Royal Court, representing the <br /> Pleasanton Girls Softball League, thanked Council for its <br /> assistance and invited Council to the opening of the season. He <br /> presented petitions in support of the project. <br /> <br /> Item 10B <br /> Contra Costa County Proposed Douqherty Valley Area General Plan <br /> Amendment, Specific Plan, Final EIR, and Implementation of Proiect <br /> Entitlements (County File #2-91-S) (IR 93:03) <br /> <br /> Mr. Tarver indicated the Tri-Valley Council and Tri-Valley <br /> Transportation Group is working on transportation issues and this <br /> project is inconsistent with those activities. The County action <br /> in certifying the EIR is inappropriate and he would like to join in <br /> a lawsuit against Contra Costa County, which must be filed this <br /> week. <br /> <br /> Mr. Roush indicated that should be discussed in a closed <br /> session. <br /> <br /> Mr. Pico believed the EIR has significant flaws and agreed <br /> with joining in a lawsuit. <br /> <br /> The matter was continued until after the closed session. <br /> <br /> 01/19/93 4 <br /> <br /> <br />
