53 <br /> <br /> Ms. Bentgson indicated the Pleasanton Upper Field project will <br />be under way. It had been delayed to determine if it was a City <br />project or whether it must go through the State Architect's <br />office. It has now been determined that the project must go <br />through the State Architect, which will take longer. Repairs are <br />to be done to the lamps in the near future. <br /> <br /> With regard to the snack bar, after analysis of the budget, it <br />was determined that it would be too expensive to establish a <br />temporary portable and then install a permanent building. The <br />most cost effective method was to construct this prefab building <br />off-site and then move it into place. <br /> <br /> Ms. Scribner inquired about the operation of the snack bar and <br />whether other groups would be allowed to use it. <br /> <br /> Ms. Bentgson indicated the Girls Softball League would be the <br />primary users but other non-profit groups would be allowed to use <br />it. It is a City-owned facility. <br /> <br /> Mr. Tarver inquired if the snack bar was used in conjunction <br />with field use. Ms. Bengtson indicated that was the fact. <br /> <br /> Mr. Pico inquired if there were a written agreement with any <br />of the organizations regarding operation of the snack bars. He <br />believed that there should be an agreement similar to that used for <br />other City facilities. <br /> <br /> Ms. Bengtson indicated there were no written agreements; only <br />an arrangement regarding payment for the utilities and dumpsters. <br /> <br /> Mr. Pico then indicated it seems there will be surplus funds <br />and suggested that the funds be used for tables or other seating <br />areas around the snack bars, or bike racks. <br /> <br /> Ms. Bengtson indicated there was no contingency fund, but <br />hoped that there would be a surplus. She indicated no funds were <br />budgeted for tables and indicated that would be a good way to <br />allocate the funds. <br /> <br /> Ms. Acosta indicated there is typically a 10% contingency <br />fund. Generally, if there is a project balance, it is put back <br />into the CIP fund for Council to allocate as it sees fit for that <br />project or to combine with other funds for other projects. <br /> <br /> Mr. Pico asked if the $5,000 donation from the Pleasanton <br />Girls Softball League had been specifically allocated. <br /> <br /> Ms. Bengtson indicated the intent was to use the funds for <br />finishing the interior of the building. <br /> <br />01/19/93 3 <br /> <br /> <br />
