70 <br /> <br /> Mr. Gene Finch, representing five businesses downtown, <br /> indicated each business owner had an opinion on the design, but all <br /> agreed not to slow the process. Mr. Finch was not in favor of <br /> revisiting the design. He indicated this was a time of change and <br /> beautification does not mean you have to stay with the past. <br /> <br /> Ms. Ruby Greer, 444 Main Street, indicated her concern about <br /> marketing the downtown and whether the plan will proceed at all. <br /> She indicated the problem of consolidated parking should have been <br /> solved six months ago. Ms. Greer was very frustrated. <br /> <br /> Mr. Pico expressed his desire to have even pavement due to <br /> concerns for the footing of senior citizens walking downtown. <br /> <br /> Mr. Tarver inquired about the safety issue between the large <br /> and small cobblestones. <br /> <br /> Mr. Swift indicated there is no safety issue, however there <br /> would be a larger gap between the large cobblestones. Staff has <br /> recommended the cobblestone pattern be in a stamped concrete, <br /> rather than actual cobblestones, so there is no gap at all. <br /> <br /> Ms. Mohr expressed support for the interlocking paver and the <br /> small cobblestones, so long as there is no safety issue. <br /> <br /> Mr. Swift pointed out that there is a difference; the <br /> interlocking paver will be a smoother surface. <br /> <br /> Ms. Scribner preferred the cobblestone, whether stamped or <br /> interlocking paver in cobblestone pattern, because it is more <br /> traditional and historic. The hexagon is more modern and used by <br /> many other cities. <br /> <br /> Mr. Tarver believed stamped concrete would crack and the <br /> cobblestones would be more flexible and is more historical. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Scribner, to use <br /> the stamped colored concrete in a 29-inch square running bond <br /> pattern for the major portion of the sidewalk with small <br /> cobblestone pavers at the corners and midblock. <br /> The vote was as follows: <br /> AYES: Councilmembers - Mohr, Pico, Scribner, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Ms. Scribner, seconded by Mr. Tarver, to have <br /> the utility boxes match the pavement material in the area where the <br /> utility boxes are located. <br /> <br /> 01/19/93 20 <br /> <br /> <br />
