42 <br /> <br /> Ms. Mohr indicated her belief that Shea Homes is working with <br /> the County to acquire part of the Staples Ranch property. <br /> <br /> Mr. Walsh indicated he did not know of that. <br /> <br /> Ms. Mohr asked whether EIRs were required when the County is <br /> making land use decisions. <br /> <br /> Mr. Walsh replied that typically EIRs are required, but the <br /> airport protection area has no physical impacts on the existing <br /> land uses. Mr. Walsh indicated the APA is an overlay area. The <br /> actual planning and zoning decisions are left to the jurisdictions <br /> controlling the area. For example, a city would come to the ALUC <br /> with its plans and the ALUC would recommend that the APA be <br /> considered in its EIR. <br /> <br /> Ms. Mohr indicated that if the APA mandates a general plan <br /> change that mandates an EIR, it seems that the cities are required <br /> to do more than the County. <br /> <br /> Mr. Tarver indicated it seems there is an impact when you <br /> require a change in the flight path to direct traffic over <br /> Pleasanton. It was suggested that some of these questions be <br /> referred to the County Planning Department by Mr. Walsh to get <br /> answers. <br /> <br /> Connie Eccles, 2415 Bay Meadows, a Pleasanton resident and <br /> pilot, urged Council to support the protection area which was <br /> adopted in March of 1991. She felt this airport benefitted <br /> Pleasanton as well as Livermore. Businesses and residences use it <br /> at no expense to Pleasanton. The Pilots to Protect the Livermore <br /> Airport group was formed five and a half years ago because of <br /> concerns about proposed residential development on Staples Ranch. <br /> Noise complaints were being received at that time from residents <br /> 9,400 feet to the west of the airport. She believed it made no <br /> sense to build closer to the airport. She was assured that was as <br /> far east as Pleasanton planned to build. The Stoneridge Drive <br /> Specific Plan recognized the need to establish some criteria for <br /> compatible land uses adjacent to the airport. Everyone has seen <br /> what happens to airports when building is allowed too close. First <br /> restrictions are placed on the airport and ultimately it is forced <br /> to close. The current APA is a result of long, hard work. There <br /> was an understanding from the City of Pleasanton that it would not <br /> oppose it. After adoption of the APA by the ALUC there will be <br /> less pressure on planning staffs of local jurisdictions to allow <br /> residential development. This will give a valuable tool to <br /> adequately address impacts with coordinated guidelines. <br /> <br /> John Shirley, 4218 Drake Way, Livermore, asked that the APA be <br /> adopted as presented.
