43

residential development occurred in Zone B. Even rounding the
corners would allow an additional 400-700 houses. He was anxious
to adopt the original plan as proposed by Livemore and indicated
Dublin is proceeding to adopt a general plan change that would
affect the APA.

Sylvette Phillips, 1760 Sunset Drive, Livermore, indicated she
lives one and half miles from the airport. She thanked Pleasanton
citizens for bringing to the pilots' attention the need to protect
the airport. She pointed out that flying over the hills is
difficult, so she does not want residential development to force
the flight paths in that direction. This is a unique opportunity
for an airport in the area to show foresight in protecting the
area.

Shirley Lauer, 2221 Martin Avenue, indicated nothing has been
said so far about protection of the residents already living in the
area. The APA may be protecting the pilots and future residents,
but what is being done for existing residents? She urged an EIR to
be prepared to determine the effect of increased usage of the
airport on the area. She also wanted the Airport Advisory
Committee to continue to meet and solve some of these problems.
Those problems have just been transferred to Pleasanton. She
believed a negative declaration is just not sufficient.

She indicated that today there was a noisy plane overhead,
even on a rainy day. On sunny afternoons, noise interferes with
outdoor use of their patio. She believes she was there first. She
indicated her son had taken a petition around in Pleasanton
Meadows. He got signatures, one every three minutes, and most were
opposed. He did this to get a survey and found there is a lot of
support for a complete EIR and for some cooperation between the
communities in the form of the airport committee. She then
referred to the map and pointed out there will be increased noise.

Robert Cordtz, 262 West Angela, asked if there was a noise
abatement ordinance or was there just a procedure. It was
indicated by Mr. Walsh that it was a procedure. Mr. Cordtz
indicated City Councils and staff change, only the developers and
citizens remain. He indicated the noise abatement is merely a
gentleman's agreement, however the first priority is the safe
operation of the aircraft. When winds shift, the planes must fly
at low altitude over Pleasanton neighborhoods. He felt that air
traffic from other airports such as Concord, Hayward and Burlingame
may use Livermore, so it will not take an increase in population to
bring more air traffic to Livermore. Even if there were a noise
ordinance, that could be changed. He asked what do we have that
will guarantee that an ordinance will not be changed.

John Phillips, 1760 Sunset Drive, Livermore, indicated he was

1/12/93
7
