41 <br /> <br />has used the airport since 1969. Mr. Garvin indicated legal <br />research says there is no requirement for an environmental impact <br />report unless there is environmental impact. He felt there may be <br />economic impact, but this application is maintenance of the status <br />quo. He indicated there had been mention that the protection area <br />was needed because of traffic from touch and go flying. He refuted <br />that and indicated the FAA directs the flight patterns. He <br />indicated this airport was a regional asset that serves Dublin, <br />Pleasanton and Livemore. He explained that in the event of an <br />earthquake, the Livemore airport would be the point from which <br />supplies would be flown to various locations. It provides <br />emergency services and provides services for local businesses. <br />There was mention of the houses that were built near the airport. <br />It was an error that Livermore will not make again. The pilots and <br />Commission have been working on this plan for many years. Dublin <br />says delay and work together for a compromise, however, they are <br />rushing to change its general plan and plan to build houses near <br />the protection area. That will cause air traffic to flow toward <br />Pleasanton. Mr. Garvin urged adoption of this plan. <br /> <br /> Jim Walsh, Alameda County Planning Department, 399 Elmhurst <br />Street, Hayward, CA (staff to airport commission), indicated that <br />based on meetings with Dublin, Livermore, etc., Livermore wants to <br />keep the red square area. The final plan with rounded corners was <br />a compromise in order to get agreement from Pleasanton and Dublin. <br />He referred to a letter sent by Mayor Mercer regarding noise <br />abatement and flight patterns and indicated that that cannot be <br />controlled by the ALUC. It can only deal with land use issues, not <br />airport operation. Mr. Walsh indicated his department did <br />recommend formation of a committee with representation of the <br />surrounding cities. <br /> <br /> Mr. Tarver inquired if the County had interests in property in <br />the area. <br /> <br /> Mr. Walsh replied they had interests in Staples Ranch. <br /> <br /> Mr. Pico asked what the logic was in allowing high density <br />residential under a flight path. <br /> <br /> Mr. Walsh indicated multi-family residences have more noise <br />insulation, and there are no backyards so no one is deprived of <br />quiet enjoyment of their homes. Planes coming in over the area are <br />at a high elevation and have lower noise impacts. <br /> <br /> Mr. Pico asked about the safety of the residents. It seems <br />there is a higher probability of accidents on take-offs and <br />landings.
