40 <br /> <br /> Ms. Mohr referred to San Jose using FAA money to purchase <br /> property in a protection area and asked if Livermore was able to do <br /> that. She further inquired if the lands must be contiguous. <br /> <br /> Mr. Lee indicated they had been doing that as fast as they <br /> can. The lands must be contiguous but it may be possible to <br /> purchase property farther out, depending upon where it is. <br /> <br /> Ms. Mohr asked if the City could enter into an agreement that <br /> would bind the Airport Commission to uses or limits on expanding. <br /> <br /> Mr. Lee indicated it was possible, but the City Councils must <br /> decide that. <br /> <br /> Ms. Mohr inquired if Mr. Lee would agree not to expand if the <br /> Councils agreed to enter into agreement. <br /> <br /> Mr. Lee indicated that is what the master plan calls for. He <br /> indicated the airport does want to expand hangers to serve citizens <br /> of the whole valley. <br /> <br /> Ms. Mohr stated if all the valley shares the benefit of the <br /> airport, it seems like all should share in the revenues. <br /> <br /> Mr. Lee pointed out that the airport is an enterprise that is <br /> self-supporting and uses its funds to purchase land to protect the <br /> airport. He continued that he urged support of the plan and <br /> reiterated that the impact would be minimal. <br /> <br /> Mr. Elwood Bona, Vice Chairman of the Airport Commission, <br /> indicated that the ALUC was established to protect the health, <br /> safety and welfare of the public. The question is what does the <br /> Council want to do to protect the safety of the people of <br /> Pleasanton. If other jurisdictions, which allowed building up to <br /> the boundaries of an airport, were contacted, they would tell you <br /> they would not do it again. He explained the boundaries for the <br /> protection area were set as a compromise because the land to the <br /> east is built up and the area to the west is open land. He then <br /> explained the flight patterns and pointed out the FAA requires a <br /> plane not to fly below 1000 feet except when landing or taking off. <br /> If Dublin builds up there will be no choice of flight path. Newer <br /> planes are larger and will be noisier. Air traffic will increase <br /> with the population. There is no way to stop that. They now have <br /> hundreds of applications for people who want hangers. The <br /> bottomline question is what is Pleasanton going to do to protect <br /> its citizens. He then reviewed some of the plane crash history of <br /> the area and indicated the possibility of injury on the ground is <br /> much less when there is no residential development there. <br /> <br /> John Garyin, 39 Castledown Road, indicated he is a pilot who <br /> <br /> 1/12/93 <br /> 4 <br /> <br /> <br />
