39

complaints in the future and was to the City's benefit.

Ms. Mohr inquired what protection distances are provided for
other Bay Area airports.

Mr. Lee indicated that other airports have not been protected
and development is encroaching little by little, creating problems
for the airport operations. He stated that San Jose is now having
to spend its money and FAA funds to buy back properties near the
airport due to the change to an international airport.

Ms. Mohr then relayed information she had received about a
proposed jet repair facility at the Livermore airport.

Mr. Lee said there are no plans now, however that would not be
unreasonable or unlikely since there are business jets using the
airport.

Mr. Pico asked what the projected percentage of increase in
operations for the airport would be.

Mr. Lee said in the next decade about 25%. By 2011 there
could be 430,000 operations per year compared to 220,000 now. The
master plan governs what activity is allowed and before the maximum
was reached, a new master plan would have to be prepared.

Mr. Pico asked if the operations double as projected, will the
airport lengthen runways or add new ones?

Mr. Lee said the runways are built to the full extent of the
master plan now. There might be additional hangers or tie down
space as needed.

Mr. Pico indicated he would like Livermore or the Airport
Commission to make that a binding condition in view of the fact
that the master plan can be changed.

Mr. Lee did not feel this was necessary and stated the ALUC
cannot mandate a binding agreement with the communities. He
further stated that if runways were extended, a full EIR would be
required.

The question of extending the protection area into Livermore
was raised again. Mr. Pico indicated it seemed logical to have two
flight corridors available.

Mr. Lee understood that, however again raised the issue of
prevailing winds which dictate that most flights go over
Pleasanton.

1/12/S3
3
