4 <br /> <br /> Item 6c <br /> AP-92-23 (Z-92-219), Alberto's Cantina <br /> Appeal by City Council of a decision of the Zoninq Administrator <br /> approvinq an application for administrative desiqn review to <br /> install a nine foot diameter, roof-mounted satellite dish antenna <br /> at 435 Main Street (Alberto's Cantina). <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Ms. Scribner asked why there is no screening on the rear side. <br /> <br /> Mr. Swift indicated that in order to satisfactorily screen the <br /> rear side, the height of the mansard roof would need to be raised. <br /> This would be very expensive and difficult to construct. The staff <br /> report includes a photograph of the satellite dish and also lists <br /> the elevations. <br /> <br /> Mr. Pico referred to the City Ordinance which limits non- <br /> residential area heights to 17 feet. He asked why this limitation <br /> was not considered. <br /> <br /> Mr. Swift stated that he would have to research the history of <br /> the Ordinance to give an explanation. He assumed that the 17 foot <br /> limitation refers to the antenna itself, not the height above <br /> ground. <br /> <br /> Mr~ Pico stated that at a previous downtown meeting there was <br /> discussion about shared parking among the property owners and <br /> tenants. He believed that at that time this applicant had <br /> reservations about being able to cooperate with the downtown <br /> parking. He asked what the status was on this issue. <br /> <br /> Mr. Swift explained that staff has met with the owner of the <br /> property. The owner has agreed to talk with his tenants about <br /> securing their parking for the reconstruction period only if the <br /> employees of Bruno's agreed to park elsewhere. <br /> <br /> Mr. Tarver declared the public hearing open on the <br /> application. <br /> <br /> Alberto Paliacios, owner of Alberto's Cantina, stated that the <br /> proposed satellite dish will be minimally visible. He has been <br /> working on renovating the inside of the building and is now <br /> concentrating on the outside. Mr. Paliacios explained that the <br /> proposed location for this dish would not be visible from the front <br /> of the building. The dish would be exposed three to four feet to <br /> the rear parking area. He was willing to work with the other <br /> tenants in sharing the parking spaces during the reconstruction <br /> only if an agreement can be reached with Bruno's regarding employee <br /> parking. <br /> <br /> 1/5/93 4 <br /> <br /> <br />
