194 <br /> <br /> It was moved by Mr. Pico to adopt the Pleasanton Ridgelands Area Plan with the <br /> exception that the second paragraph of Section II on attachment 2 which had been previously <br /> deleted by Council be added back in and adding the word 'urbanized' in paragraph 6 on page <br /> 7 to read 'New development should not be constructed on any ridgeline visible from urbanized <br /> areas of Pleasanton, Hayward, or Castro Valley ere'. <br /> <br /> The r011 tall vote was as follows: <br /> AYES: Councilmembers Dennis, Pico, Scfibner, and Mayor Tarver <br /> NOES: Councilmember Mohr <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Pico suggested a motion seconded by Ms. Dennis, to approve a Council Initiative <br /> to put the Ridgelands Plan on the ballot. <br /> <br /> There was discussion regarding what effect this Initiative would have on Measure M. <br /> Mr. Pico then withdrew the motion. <br /> <br /> Mr. Pico then proposed a motion, seconded by Ms. Dennis, that language be added to <br /> the Initiative to state that this Initiative will meet the requirements of and supersede Measure M. <br /> Crhere was discussion about exact wording and whether to use 'repeal' or 'supersede'). Mr. <br /> Pico also to add that any amendment or change to this initiative only be accomplished by a vote <br /> of the people <br /> <br /> Ms. Dennis proposed adding language as follows, 'There shall be no changes to more <br /> intensive land use or creating more significant environmental or financial impacts without a vote <br /> of the people." (There was then debate on the terminology and whether to just say "land use"). <br /> <br /> Mr. Tarver suggested 'This initiative shall not be amended as it relates to land use <br /> designations without a vote of the people". <br /> <br /> Ms. Scribner objected that this complicates the matter. The Council should just be asking <br /> to preserve open space. <br /> <br /> Mr. Tarver pointed out that open space can only be preserved through cooperation with <br /> Hayward and Alameda County. <br /> <br /> 08/04/93 6 <br /> <br /> <br />
