191 <br /> <br /> Frank Neu, 18210 Carmel Drive, Castro Valley, was concerned with the risk and cost <br />of litigation which this initiative and agreement will cause. <br /> <br /> Mark Evanoff, 116 New Montgomery,//64, San Francisco, East Bay Field Director, <br />Greenbelt Alliance, urged Council to place this matter on the November ballot and to use the <br />language that was adopted by Alameda County and Hayward City Council. <br /> <br /> Marie Cronin, 8989 Dublin Canyon Road, Hayward, requested that her family ranch <br />property be excluded from the Pleasanton General Plan amendment and/or the Ridgelands <br />Studies. She asked that the property not be included in any measure that is presented to the <br />Pleasanton voters. She was opposed to the agreement concept. She felt that the landowners in <br />this area have been ignored and she was concerned with the devaluation of properties. <br /> <br /> Gary Gemmel, 7901 Dublin Canyon Road, Hayward, spoke in opposition to the concept <br />of the Agreement. <br /> <br /> Brenda Weak, member of General Plan Steering Committee/Ridgelands Review <br />Committee, spoke in support of the Agreement. She felt that Pleasnaton voters would like to <br />have input and the ability to vote on the measure. <br /> <br /> Mayor Tarver clarified that the Agreement is not a Joint Powers Agreement. <br /> <br /> Mr. Roush explained that a Joint Powers Agreement is when two or more entities form <br />a new entity which then becomes the governing body (i.e. LAVWMA, TWA). This agreement <br />will be separate jurisdictions agreeing to do or not to do certain things. <br /> <br /> Sharrell Michelotti, Planning Commissioner, reiterated the Planning Commission's <br />recommendations concerning amendments to this agreement. She read a letter that was <br />previously given to Council from her. She felt that more studies needed to be done on the land <br />within the City's sphere of influence. Ms. Michelotti pointed out on a map the boundaries of <br />the amendment that the Planning Commission was recommending. <br /> <br /> There was discussion about Measure M and the Planning Commission's <br />recommendations. <br /> <br /> Christine Bourg, 4512 Second Street, member of the General Plan Review Committee <br />and Ridgelands Committee, was pleased that Alameda County is willing to enter into this <br />agreement. She urged Council to place the initiative on the November 2, 1993 ballot. <br /> <br /> David Glenn, 5650 Foothill Road, was concerned with the cost of litigation to each of <br />the entities.
