Zoning for the pr_operty is PUD (Planned Unit Development) - I (Industrial) <br /> District. (SR93:303) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> In response to Council's questions, Mr. Swift explained that problems concerning staff's <br /> enforcement of the existing conditions of approval have not been completely resolved but staff <br /> is working to resolve those issues. Staff was not requiring a time limit as pan of this proposed <br /> PUD. He did not know what the requested time limit was. <br /> <br /> Mr. Pico asked if there was previous concerns about the hours of operation before this <br /> application came forward. <br /> <br /> Mr. Swift explained there were previous concerns about other businesses in the area and <br /> those have been resolved. <br /> <br /> Mr. Tarver declared the public hearing open on the application. <br /> <br /> Robert Liu, 2522 Corte Bella, represented the applicant. He described the location and <br /> functions of the church and explained that in order for the church to be fully functional the hours <br /> must be extended. He said that the time limit was evaluated thoroughly at the June 23, 1993 <br /> Planning Commission meeting and was approved unanimously. He urged Council to approve this <br /> application. <br /> <br /> There was discussion regarding churches activities and how they affect neighborhoods. <br /> <br /> Mayor Tarvet pointed out that he had received a letter from Everett and Evelyn King <br /> who were in support of this application. <br /> <br /> Sheng J. Shen, 6143 Via de los Cerros, and Simon Pooh, 1589 Mapleleaf Drive, spoke <br /> in support of this application. Although neither are members of the church, they believed that <br /> this church provides a cultural center for the Chinese Americans in the Tri-Valley area. <br /> <br /> Wayne Ross, 999 Kolln Street, spoke in opposition to this application.
