163 <br /> <br /> Mayor Tarver did not believe that Council should approve lights in existing parks around <br />- neighborhoods. He appreciated the reasons that the sports groups need lighted fields and felt <br /> that the groups must develop other alternatives. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Dennis, to remove existing <br /> community parks from further consideration for lighted sport fields. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br /> NOES: None <br />CO) ABSENT: None <br />CO ABSTAIN: None <br /> <br /> Ms. Bengtson stated the School District has maximized the use of their fields. The <br /> District is unable to extend the use of its fields because the fields could not sustain it. There has <br /> been discussions with the District regarding the use of the Middle School fields. She then <br /> described the conditions the existing fields are in throughout the seasons of a year and the <br /> expense of maintaining heavily used fields. <br /> <br /> In response to Council's comments and questions, Ms. Bengtson thought that an <br /> appropriate size for a park with lighted playing fields, with one or more soccer fields, would <br /> be approximately 10 acres. If the City wished to purchase land for a new park, the in-lieu fees <br /> would need to increase 100%. The estimated cost to develop two full size lighted soccer fields <br /> would be approximately $80-$100,000 per acre. Ms. Bengtson felt that the City will need more <br /> than two lighted fields. <br /> <br /> Dennis Powers, 3164 Joanne Circle, suggested that a Task Force should meet and <br /> brainstorm on potential field sites and funding. <br /> <br /> Mayor Tarver agreed with Mr. Powers' suggestion and added that a Councilmember and <br /> Park and Recreation Commission members should be included in the discussions.
