28 <br /> <br /> Mayor Tarver pointed out that he objected to the Ruby I-lill annexation and the annexation <br /> of the intervening properties and the Plan should be pan of the General Plan review process .... <br /> He was then a minority point of view but now there is a majority in the Council to review this <br /> again. He reiterated that this should go to the General Plan Review Committee for further <br /> review. <br /> <br /> Jennifer Hosterman, 2922 Chardonnay Drive, agreed that this Plan should be reviewed <br /> by the General Plan Review Cornmitts. She believed that the ~t General Plan is outdated <br /> and that large projects such as this one should be reviewed again. <br /> <br /> Ms. Heinz did not understand why this pwject was being held up even after the Ruby <br /> I:HIi project has been approved. She did not feel that this was being fair to the landowners of <br /> _this area. <br /> <br /> Mayor Tarvet explained that the County had approved Ruby ~ and this Council chose <br /> to annex Ruby FIiII and mitigate the impacts as best as it could rather than let the County <br /> continue to develop it with no mitigation. He added that Ruby ~4ilI has approval by the County. <br /> <br /> Buz Moxon, 1700 Vineyard Avenue, believed that he and the other property owners in <br /> this area were not able to be fairly represented because they are unable to apply for committees <br /> such as the General Plan Review Commitme. In order to serve on a commitme you must be a <br /> Pleasanton resident. He ~sk-ed that it be guaranteed that he will represented. Mr. Moxon then <br /> ~i~__ when he will be considered an official member of the City of Pleasanton. <br /> <br /> Ms. Acosta said that the City would notify those citizens effected by the annexation when <br /> the annexation occurred. <br /> <br /> Mayor Tarver invited the residents in this area to participate in the General Plan Review <br /> process. <br /> <br /> Michael Goodwin, 1630 Vineyard Avenue, asked what the status was on this project. <br /> <br /> Ms. Dennis believed that the Plan was moving forward by bringing it to the community <br /> for review. <br /> <br /> Judy Moxon, 1700 Vineyard Avenue, did not put an application in for the General Plan <br /> Steezing Committee because she understood it to be of residents only. She would be willing to <br /> apply should Council choose to accept late applications. <br /> <br /> Ms. Scribner and Ms. Mohr agreed that the residents of this area followed the process <br /> a-~k_ed of them.
