26 <br /> <br /> Ruben Glickman, an attorney with the San Francisco Public Utilities Commission, made <br /> a presentation of the Preferred Plan. He believed that this Plan is what the citizens of <br /> Pleasanton want and need. He indicated that this process cannot be delayed any longer. He <br /> asked that Council approve the Plan. In response to Council's coonterns and questions, Mr. <br /> Glickman explained that the buildout period is unknown. He anticipated it to be 10 years but <br /> it is unpredictable. The project would begin with the golf course and build into the retail, etc. <br /> The Preferred Plan and citizens review focused on the wants and needs of the project not the <br /> economic aspect. He thought that there was, on an average, 8 to 10 citizens attending each of <br /> the meetings. <br /> <br /> Jeff Grote, Consultant, explained how the Committee and San Francisco took into <br /> consideration the undeveloped land in Pleasanton (i.e. traffic, build-out, etc). <br /> <br /> Mr. Pico reiterated his belief that this Plan should be included with the General Plan <br /> discussions and if San Francisco did not wish to do so, then it should go to the vote of the <br /> people in Pleasanwn. Mayor Tarver agreed. <br /> <br /> Hansen Moran, General Manager of San Francisco Public Utilities Commission, <br /> x'eltemted that San Francisco has fully cooper=t~ri with Pleasanton. He requested the following: <br /> 1 ) the draft Specific Plan documents proceed immediately and independent of the General Plan <br /> process; the conclusions of the San Francisw Steering Committee are to be assumed by the <br /> General Plan Steering Committee and Genenl Plan update; 2) a time table be set forth to give <br /> San Francisco certainty of when to expect adoption of the Specific Plan; and 3) a finn <br /> commitment from PleasanWn insuring continued future cooperation with San Francisco in <br /> implementation of the Plan so that the benefits that both cities seek can be realized. <br /> <br /> Tim Jefferson, Public Utilities Commi-~sioner, pointed out that San Fran~ has <br /> considered this a partnership with Pl~-~nton and would like to continue that. He reiterated-the <br /> process practiced throughout this plan and urged Council to allow San Francisco to move <br /> forward. <br /> <br /> Robert Cordtz, 262 W. Angela, spol~ in favor of reviewing this Plan in the General Plan <br /> process. He believed that many questions remain unanswered regarding this project. <br /> <br /> In response to Mayor Tarver's inquiry, Mr. Swift explained the process that would be <br /> ~k,~-n if the General Plan EIR were to include the San Frant~o property. <br /> <br /> Mayor Tarver and Councilmembers Dennis and Pico believed that this Plan should be <br /> brought through the General Plan review process. This would ensure both the City and San <br /> Francisco that this is the Plan that the citizens want. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Dennis, to refer the £an Francisco <br /> Specific Plan to the General Plan Review Committee. <br /> <br /> 05/11/93 4 <br /> <br /> <br />
