86 <br /> <br /> Howard Mendenhall, 1014 Vintner Way, spoke in frustration that it has taken such a long <br /> time to approve this application. He felt that very few cities have the opportunity to bring a <br /> steam train to their downtowns. <br /> <br /> Neat Nostrand, 4698 Second Street, spoke in opposition to the steam train. He did not <br /> understand how it would benefit the downtown merchants. He felt that this was only going to <br /> cater to those outside of Pleasanton. He was very concerned about the noise, congestion and <br /> parking problem these trains will be eresting. He felt that this was going to greatly impact those <br /> residents living nearest to it. <br /> <br /> Jack and Margaret Lake, 5250 Case Avenue, spoke in opposition to the steam train. <br /> Mr. Lake was also concerned with the impact this was going to have on the residents living <br /> nearest to the tracks. (their home is within 25 feet). <br /> <br /> Mr. Churka responded to the comments made by those residents that spoke in opposition <br /> to this item. He assured Council that the train will not be rumbling along the tracks at 50-60 <br /> mph, would benefit the downtown merchants and that parking is not a problem in downtown on <br /> Sundays. A slide show presentation was made. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> Ms. Seribner was unable to give her approval of this project without knowing what the <br /> specifics are. She was, however, willing to conceptually approve it. She hoped that all of the <br /> unanswered specifics could be resolved. <br /> <br /> Ms. Mohr had no problem with conceptually approving this proposal but also felt that <br /> the specifics needed to be worked out. <br /> <br /> There was considerable discussion regarding the City' s contribution and sponsorship, the <br /> EIR and Negative Declaration, funding and the staff time to be dedicated to the studies needed. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Pico, that Resolution No. 93-136, be <br /> adopted, approving the funds, and the sponsorship, for a Transportation Enhancement Activities <br /> program under the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 for the <br /> Pleasanton Railroad Association, Inc. <br /> <br /> The roll call vote was aS follOwS: <br /> AYES: Councilmembers Dennis, Mohr, Pico, Seribner and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 10/19/93 8 <br /> <br /> <br />
